Andrei Aleinikov, president, and David Smarsh, vice president, International Academy of Genius, reported the development of a Law of Conservation of Operability and announced the application of the Genius Education Methodology to the gangs problem in the U.S.Operability is a new concept to analyze systems in their movement and flexibility that can be applied to military strategies and operations. About Dr. David A. Smarsh, Vice President, International Academy of Genius
Dr. David Smarsh (USAF Colonel) joined the International Academy of Genius in 2007. He currently serves at the Naval Postgraduate School (Monterey, Calif.). Dr. Smarsh's career has encompassed a range of military leadership, operational and academic positions. His experience includes support to space shuttle, military aircraft, and various other federal and national programs. For excellence in service, he has been awarded numerous awards.
